Actualmente, existen claras directrices sobre cómo debe de desarrollarse la política
de seguridad pública a nivel municipal, privilegiar la prevención frente a la reacción
e impulsar la participación ciudadana, en tanto que, la policía y sus recursos son
insuficientes como para garantizar una atención expedita o eficiente de manera
uniforme a lo largo de la ciudad; éstas y otras condiciones generan diferentes
escenarios de ejercicio del control del delito o desorden social a nivel de vecindario;
Sobre esta base, nuestra investigación está enfocada en comprender el proceso
mediante el cual el servicio de seguridad pública afecta la preocupación que los
habitantes padecen respecto a la posibilidad de convertirse en víctimas del delito;
asimismo, en vista que los conceptos y variables (relaciones humanas, percepción
de la satisfacción y eficacia de la función policial) empleados en otros estudios sobre
el mismo fenómeno, descuidan la importancia del contexto hacía donde está situada
dicha preocupación, este abordaje reconstruye a partir de la voz de los habitantes
cómo es ejercida la seguridad pública, cuáles son sus preocupaciones y cómo están
relacionadas, para generar una teoría sustantiva del proceso de afectación que las
acciones de seguridad producen sobre el miedo a la victimización; Los resultados,
en lo general, indican que distintas acciones de seguridad pública (informativas,
preparantes, disuasivas y reactivas) están interrelacionadas de modo que algunas
pueden eficientizar otras, así como generar cambios en otros factores del miedo con
efecto inhibidor, situaciones que al ser constatadas por el usuario pueden despejar
de su consideración elementos asociados a la victimización y a la sensación de
preocupación; en lo específico, entre la provisión del servicio de seguridad pública
y las expectativas del usuario sobre éste pueden emerger tres diferentes
valoraciones, en cuyo caso, de haber una alineación entre aquellos dos aspectos,
esto se traduce en una interpretación donde se asume que la policía está
atendiendo los problemas del vecindario y los patrones de la victimización, por lo
que al ser consciente de esto la preocupación puede disminuir.
Nowadays, there are clear guidelines about how the goverment should develop the
security policy at municipal level, to favor the prevention against reaction and to
encourage citizen participation, besides, the police and its resources are insuficient
in order to provide prompt and efficient attention to an even extend throughout the
borough; these and other issues cause different scenarios on how to control crime
or social disorder within the neighbourhood. Based on this, our research is focused
on understanding the process in which the service of the public security affects the
fears that the citizens go trough about the posibility of becoming victims of a crime,
likewise, due to the concepts and variables (human relationships, perception of
satisfaction and the efficiency of the police function) applied in other researches on
this same problem, overlooking the importance of the context where the people
experience such fear. This research reconstrucs from people´s opinion about how
public security is handled, what their fears are and how they are realated, to make
a substantive theory of the influence process that the security actions produce on
the fear of victimization. On the whole, the results indicate that different actions
(informative, preparative, dissuasive and reactive) from the public security are
interrelated in a manner that some of them can make others more efficient, as well
as generate changes in the fear victimization factors with inhibition effect, situations
which at the moment of being awared by the user, it can clear him from his
consideration elements related to the victimization and worry; specifically, between
the provision of the security public service and the user´s expectations can emerge
three different assesments, in which case of an alignment between both, this results
in an interpretation where it assumes that the police is attending the neighborhood´s
problems and the victimization patterns, so, by the time the user is awared this his
worry can decrease.
