dc.descriptionMéxico tiene tres grandes fuentes de ingresos: los ingresos tributarios, los ingresos no tributarios y los ingresos que provienen de organismos descentralizados y paraestatales. Los ingresos federales para el ejercicio fiscal de 2002, representaron un poco más de 22.5 puntos porcentuales del Producto Interno Bruto (PIB), que se segregan de la siguiente manera: ingresos tributarios 11.8%; ingresos no tributarios 4.2% e ingresos de organismos y empresas 6.5%. Estas cifras indican que en el año de 2002, los impuestos significaron más de la mitad del ingreso nacional, logrando apenas una proporción impuestos/PIB de 11.8%, sobrecargando su estructura tributaria en el Impuesto Sobre la Renta (ISR) con 5.2 puntos porcentuales, y en el Impuesto al Valor Agregado (IVA) con un 3.5% del PIB. Representando estos dos impuestos, más del 70% de los ingresos fiscales federales. La separación de estos dos impuestos lo único que denota es una recaudación muy pobre en el IVA. Comparativamente con países de la Organización para la Cooperación y el Desarrollo Económico (OCDE), México recauda una cifra como proporción del PIB muy baja, ya que el promedio para el año de 2000, en esta organización asciende a 6.9 del mismo, mientras que la de nuestro país, para el mismo año, alcanza tan solo poco más de 3.5%. Cuando se le compara con respecto a países de América Latina, México tampoco muestra buen desempeño, ya que, el promedio de la región se ubica en 5.5% del PIB, mientras que la de México es de 3.5%, por arriba de Panamá y ligeramente superando a Ecuador. De aquí la propuesta de la investigación documental en el sentido de que el IVA debiera concentrarse en incrementar la recaudación -aún y a costa de no alcanzar los objetivos de equidad mediante la homologación de las tasas del IVA a una sola tasa, acompañada con una base ampliada y limitando la tasa cero únicamente a las exportaciones, así como, eliminar o reducir las exenciones, con el propósito de aumentar la proporción impuestos/PIB, fortaleciendo de esa manera el combate a la pobreza y mejorando la infraestructura del sistema fiscal con los recursos adicionales que se perciban.es_ES
dc.descriptionMexico has three great sources of income: taxed income, non-taxed income and income that comes from decentralized and state-based paraestatal organisms. Federal income for the 2002 fiscal year represented a little more than 22.5 percentage points of the Gross Internal Product (GIP) that is broken down in the following manner: tax income 11.8%, non-tax income 4.2% and income from paraestatal organisms and businesses 6.5%. These figures indicate that in the year 2002, taxes made up more than half of the national income, achieving a gross internal tax/product proportion of barely 11.8%, overloading its tax structure in the income tax (ISR) with 5.25 percentage points, and in the sales tax (IVA) with 3.5 percent of the gross internal product (GIP/PIB). These two taxes represent the majority of the 70 % of the federal tax revenue. The only thing denoted by the separation of these two taxes is a very poor tax collection of sales tax. Comparatively with countries of the Organization for Economic Cooperation and Development (OCED), Mexico collects a very low figure in proportion to that of the GIP, being that the average for the year 2000, in this organization ascends to 6.9% of the same while that of our country for the same year reaches only a little more than 3.5%. When compared with respect to countries in Latin America, Mexico does not show good performance either, being that the average of the region is placed in 5.5% of the GIP, while that of Mexico is of 3.5% above Panama and slightly beating Ecuador. From here the documented research proposal in the sense that the IVA (tax) should concentrate on increasing the collection -even and at risk of not reaching the objectives of fairness- by means of bringing into line the sales tax rates to one single rate, accompanied by a wider base and limiting the 0 rate only to exports, eliminating or at least reducing the tax exemptions with the purpose of increasing the GIP proportion, in that way strengthening the fight against poverty and improving the infrastructure of the fiscal system with the additional resources that are perceived.es_ES
