"This document analyzes from the conception of cultural heritage by UNESCO, the policies that the Government states from it and the way bets on tourism to boost economic flow, conceived as idea of progress and with it the evolution of the spaces and the habitability of the historic center of Santiago de Querétaro who are upset by the ideas of modernity from the last twenty years. Thus, the impact and consequences on regulatory, economic, social and everyday residents and tenants areas that converge this Historical Center following the declaration of UNESCO as cultural heritage in 1996. So, the contradictions look generated as a result of patrimonialization take special importance to trigger tensions and / or conflicts over the use and enjoyment of the space promoted among multiple heterogeneous actors that reflect a diversity of interests, needs, lifestyles and social status series. The information herein was obtained through in-depth interviews of tenants and residents, surveys of tourists, tours of the area and conducting field diary; the survey data space were recorded by an ethnographic transect. As for the results of this research highlights the incongruity between the express speech Government Plans and everyday life of the place. Thus, the Historical Center is constantly dynamism where the process of evolution its built heritage and livability are disrupted, in this context, UNESCO declaration is not the main factor in this, but in the industry as well as policies which the state is increasing the issues studied; so on 5 de Mayo it has ceased to be the way the Temple of the Cross to the Plaza Mayor, to become a full-time vehicular scenario."
