Description:	El presente trabajo analiza el Plan Municipal de Desarrollo 2009-2012 de Cadereyta de Montes, Querétaro, donde se destacan los conceptos convencionales de municipio, planeación municipal, plan municipal de desarrollo y evaluación de las políticas públicas. El Municipio de Cadereyta de Montes se ha visto muy afectado por la falta de compromiso que han tenido los servidores públicos en las diversas administraciones del gobierno municipal. En esta investigación, por tanto, se lleva a cabo un análisis del Plan Municipal de Desarrollo, que al momento de su estudio comparativo con estadísticas, da el resultado de un trabajo simulado y excluyente de realidades concretas, a diferencia del informe de resultados de la revisión de la cuenta pública que es un trabajo palpable y fuera de desengaños. Se pretende que con la realización, cumplimiento y evaluación del presupuesto basado en resultados, el Plan Municipal de Desarrollo se realice mediante la técnica por programas, integrándose al proceso de planeación, con el cual permita la acción y transparencia de las actividades, el cual se valore a través de los indicadores de evaluación. The present work the Municipal Plan of Development analyzes 2009-2012 of Cadereyta de Montes, Queretaro, in which will highlight the concepts of municipality, municipal planning, municipal development plan, and evaluation of public policies. The Municipality has been greatly affected by the lack of commitment that public servants have had in the various municipal government administrations. In this investigation, therefore, an analysis of the Municipal Development Plan is carried out, which at the time of its comparative statistics study gives the result of a simulated and excluding work of concrete realities, unlike the report of results of the public account review that is a palpable work and out of disappointments. It is intended that, with the implementation, fulfillment and evaluation of the results-based budget, the municipal development plan will be carried out through the programmatic technique, integrating itself into the planning process, with which it allows the action and transparency of the activities, which is valued through the evaluation indicators.
