Description:	Como en la Tesis lo cito y a manera de antecedente cabe mencionar, que desde que el hombre existe en comunidad surgen nexos de convivencia social y necesidades de carácter colectivo. Para dar satisfacción a estas necesidades se hace indispensable la participación de todos los individuos en su conjunto; por un lado la recolección de tributos por parte del Estado, y por el otro la aportación de los mismos por parte de la comunidad. Pero que pasa si un individuo o grupo social no quiere aportar lo que le corresponde manera de impuestos (ya traído a nuestros días); pues considero que las necesidades económicas del atado para proporcionar los servicios necesarios indispensables a los gobernados no serán satisfechas y por ende tampoco lo serán dichos servicios necesarios para el desarrollo de la sociedad. As mentioned in mv thesis, and as a background element, it should be pointed out that ever since man has lived in communities, ties of social interaction and needs of a collective nature have developed. To satisfy these needs, the participation of individuals as a whole is indispensable; on the one hand the collection of tribute bv the State,, and on the other, the payment of this tribute by the community. But what happens if an individual or social group does not want to contribute what falls to him/it in the way of taxes (brinqinp this up to date)? It is my opinion that the economic needs of the State, necessary to provide indispensable services to its citizens, will not be met and, as a result, neither will those services necessary for the development of society.
